Fulcher had spent years building systems meant to function inside government and regulatory frameworks, first with the Indian Health Service and earlier with India’s Digital India programme.
That background in navigating compliance heavy environments appears to have shaped how Justin Fulcher approached acquisition reform and IT modernization inside one of the largest bureaucracies in the entire federal government, according to those familiar with his work there.
His six months at the Pentagon were brief compared with the decade he spent building RingMD, but they followed the same pattern of stepping into an unfamiliar system and looking for ways to make it run more efficiently.
